Clean installed or upgraded windows 10?

Well I can't find anyone with similar issues, maybe try installing any windows updates and try updating GPU drivers.

Also it's not a bad idea to scan your hard drive with crystaldiskmark to make sure it's good.

No, he means use Crystaldiskmark/info to see if your disk is okay.

Disk Health is "Good." Drivers are up to date, should i reinstall them?

Check that it doesn't have any problems like relocated sectors or stuff which can mess up parts of your OS.

The screen flickers only happen like a tenth of the time, only while creating a text box in ms paint, other than that i never get screen flickers.

No, it's most likely a windows/graphics drivers incompatibility bug.

It might be fixed in future versions of windows updates or your GPU drivers.
