i don't know how MSI handles RMAs but as far as any RMA in general goes, you just return your defective product to their RMA department address. when they get word that your defective product arrived and tested it so they know that it's defective, they send out a replacement. though you won't really know if the new GPU would have fixed the issue until you put it in your PC and run tests

It depends on the GPU itself and their stock.

They might be able to fix it and send it back, otherwise they will likely send a refurb model to you, if they don't have a refurb unit, they can send a new card, if they don't have a new card they might have to think about what to do. I have heard about some GPU company giving money back and also heard about another time where somebody RMA'd their MSI R9 280X and they got an MSI R9 390 because they didn't have R9 280X units anymore. Basically a free upgrade. Don't count on that this time, likely one of the first two options will be done

well I'm pretty sure they have a 1070

Ubuntu 24.04 on Ryzen 5 5600x and GTX 1070

MSI is really chill in my experience with rma, if they can fix it they will fix it and test it, if they cant in a reasonable timeframe you get an other card send back, or a cashback in the case of my dead gtx 680 earlier this year

Don't count on a GTX 1080. I was just telling you about all the possibilities of what can happen and as I said in my earlier post: they will likely fix your GPU or maybe give you a refurb (and maybe after that a new one, but likely one of the first two)
