Probably bad IPv6 routing. Typical with ISPs, as they know nothing about IPv6 apparently. Try disabling IPv6 and use IPv4.

I think its more they are trying to figure out the best way to deploy it. Even though they had 20 god damned years to figure it out. 

I just want to sit back and watch the world burn.
