Need help with budget build for my media producing sister

I'm looking to build a computer for my sister, who is currently into heavy photo editing and has expressed extreme interest in starting to regularly produce videos, we've got a small budget to work with, and I am willing to move some of my parts to her system as I upgrade. 

I plan to put my GPU in her system once I get a new one for CUDA accelerated video rendering.

What I need help with is what kind of hardware should I be looking to get? I know she'll be needing an i7, but should I be looking to upgrade my system and give her my old parts, or get her parts similar to mine? I do not know what it takes for video editing, and I doubt she'll be playing too many games.

Oh that changes things, I don't know if she'll be able to afford the GPU when she wants the computer, nor am I sure if I'll be able to afford a 1080 when she wants it either.

Switch CPU until you could afford the GTX1080

You use her Xeon with GTX780TI and she use your I7 4790K with the IGPU.

That seems to be the only way
