There is a freeware that on Windows 7 allowed to do that, it was called Start Orb Mover! (http://www.thewindowsclub.com/orb-mover-move-start-button-menu-windows), I don't think it could work on Windows 10, nor there's any third party tool for Windows 10.

thanks for the reply, i'm running windows 8.1 now, so maybe it will work.

Try, I'm not sure it would work either on Windows 8.1.

 

At a first glance I thought it was Windows 10.
