It's a lot better, the only difference is with the 460 you get more VRAM, which doesn't really matter when the card is less powerful than a GTX 950.

If he is willing to go a little bit over budget he can get a 4gb one

Neither of those are good choices because they don't have DX12 support which is pretty important going into the future.

Ehhh what? They both have dx12 support. Even though gains aren't that big on GCN 1, a 7970 would still beat a 460

Well current NVIDIA cards DX12 support isn't great, the 680 will barely have true DX12 support, and the 7970 like the 680 won't have to the same degree support for DX12.

EDIT: and they're old power hungry and hot cards.

if you're in the US this is the best card you can buy new within your budget, it's slightly faster than the RX 460 and will work better with the i3-6100 because nvidia drivers are simply more efficient CPU wise:

That said, in that price range i think you should consider shopping for a used graphics card, that way you could get even more performance for your money...the cards to look for would be:

Radeon HD7950/7970, R9 280/280X/285/380

GTX 680 or GTX 770
