i5 6500 + GTX 1060. Get a cheap H110 mobo, 8GB ram (you can upgrade to 16GB later), a decent bronze 500W (or better) PSU, some case that doesn't suck, and either a 240GB SSD or a 1TB HDD (then add the HDD or SSD later down the line).

I'd recommend an unlocked processor so you can get extra performance from your setup, less RAM and a slightly larger PSU.

Your new at this aren't you? An unlocked CPU won't benefit him more than the extra threads, besides, to make use of that he'd have to spend more on an after market cooler and an unlocked board to go with it. 16GBs of ram is a must for streaming and editing videos, and the build is hardly consuming 300W. He'd be fine even with a 1070/1080 with that PSU.
