You don't need a heat spreader, it'll mak minimal difference.

That is about as cheap as it can possibly get in that capacity if you're buying used. you could save MAYBE 2-3 bucks if you waited for some sale some day somewhere sometime. But that is going to be a very low end price for DDR4 8GB. You could try to find some used DDR4, but again, i doubt anyone would sell current generation RAM 8GB sticks for less than 25 bucks, even used. Almost everyone would just keep it and put it in their computers or make an HTPC or something else instead of pocketing 25 bucks.
