If the computer is on windows 10 you can go into pc settings and you should see an option to refresh or reformat your computer

Format your drive and install windows. Thats the only best way.

I don't want to go through the trouble of reinstalling. Is there a way I can reset it and not have to worry others stealing data.

Yes, dont sell them the HDD, remove it but give them your license key to Windows.
