A tad toasty, but I'd say that's a reasonable temperature. If you want to you can push down on the water block VERY CAREFULLY, if it cools slightly then you need to tighten whatever's holding it to the motherboard.

 

Edit: Wait, 647C? Yeah that's a reading error.

Your getting 100% CPU load at idle? 

 

674C is a reading error, thats impossible.
