Intel Turboboost not working i5 2400S H61 MOBO

I got today an i5 2400s and the turboboost it is not working.The cpu switches to 3.3ghz only while the cpu is not used that much.I have checked into my mobo bios and the turboboost thing is set to enable.My mobo is an Gigabyte GA-H61M-DS2.There is an way to lock the clock speeds?Also my CPU in AIDA64 stress test my temps hover around 57C-60C.
