I wouldn't really suggest running a 290x on a 550w psu

Well it would run at full power, given the PSU has the proper PCIe connectors, which it should. It would just be putting your PSU nearly to its max load.

it would be possible if you had a good 550w, but that psu issnt great, so it not recommendable that you push it so far

The issue is not 550W here... you could run it on 450W PSU. The issue is that it is Corsair VS series which is not meant to handle such GPU. I would advise to get better PSU as this one is for really.. really, really, really basic PC.

 

Yes, it will work though. There may be complications over time with stressing that PSU so much. And as I said.. it is not issue of "only" 550W as that is plenty. The PSU it self is crap.
