I would go with the first build because of the overclocking capable board because the board on the second build would have to be upgraded to fully utilize the overclocking potential on the unlocked i5. If you already have the 970, I would hold off on upgrading the graphics card because you're going to be spending $300 on very little improvement.

Neither.

Your boards have dual channel. You need two sticks for best performance.

Add an SSD (AData SP550) and a 1TB WD Blue.

GTX 1060 is a good choice.

PSU could be 550 or 650W and you should check @STRMfrmXMN PSU whitelist.

If you want a K-series CPU, you will want a Z170 board for the overclocking purposes of the CPU.

You can also check out this build I put together as well. Should do 4K with the Top 10 Games on Twitch.tv based on viewer count rather easily with settings cranked to full effect. Linus and Luke did this once before when they accepted AMD's challenge on building a budget-oriented PC that can do 4K gaming. I manually entered the price on the RAM because the site isn't tracking it at all, which I made a thread for. The regular price is $39.99, and the price seen here includes an 8% sales tax at the time of creating and posting this. Sales taxes may vary depending on what state, country, or jurisdiction you live in!

The GPU also has a price that's manually entered, with tax taken into account. I did so because it's not available on Amazon unfortunately.

PSU whitelist is in my sig for those who called. The EVGA GQ is better than the NEX BTW so grab the GQ and the second build is good.
