A question about CPU bottleneck when upgrading GPU

There is one scene in Hitman where my CPU usage is maxed out, and my GPU usage drops below 99%. It can be easily reproduced by me. 

To me that's a textbook definition of a CPU bottleneck, right?

So in this scene, I get about 52fps. 

Now, were I to play it with a GTX 1060 (on the way, currently have a 960), at the exact same settings and PC specs otherwise, will I still be stuck at 52fps in this particular scene that's bottlenecked by the CPU?

I'm not fully clear as to what to expect and how CPU bottleneck works.

If we wanna see if it bottlenecks,we need the CPU name?

What's your current cpu? if it's an i5 or above from the past few years, it should be fine with a 960, or 1060. If you have an i3 from the past few years, you may want to upgrade the cpu if you play a lot of cpu intensive games.

Almost always it is not a "bottleneck".

There are very few cases where it is.

 

Most of the time, you can upgrade your GPU even though your CPU is maxed out and you will still get better fps.

That's because both the CPU and the GPU contribute to performance, and not the lowest common denominator.

 

Also, a CPU doesn't have to be at 100% to be a bottleneck.

Either way, the 1060 will perform worse than if you had a better CPU, but will still perform better than what you have now.

So it may or may not be worth upgrading your CPU first, or GPU first.

CPU is i5 3330 but that's irrelevant to this particular discussion I think.

 

I'm talking about a clear scenario where the fps drop coincides with reduced GPU usage but maximised CPU usage, a telltale sign of a CPU bottleneck.

 

Lets assume that it is a certain CPU bottleneck for this scenario.

 

In this scenario I get 52fps. All I want to know is, would this 52fps get higher with a better GPU, or does the bottleneck means it is restricted of 52fps with no matter how good a GPU unless I upgrade the CPU?
