New PC - Not smooth, feels laggy - Bios laggy too

Hello,

I've got a new PC:

i7 5820 @4.5ghz + dark rock pro 3 cooler

gtx 1080 strix

GIGABYTE GA-X99-SLI

ripjaws 4x 4gb 3000mhz

xfx xxx 850w

2x SSD - samsung evo 840 500gb, OCZ agility 120gb

2 monitors: 1st xl2420z 144hz - DVI, 2nd Gl2450h 60hz - HDMI. Windows 10 64bit
The problem is that PC doesn't feel smooth. It's like it's very low fps in everything I do in the browser / on desktop. Moving windows / scrolling anything feels laggy. Bios is laggy too.

In CS:GO I have great fps 250-900, but it doesn't feel smooth either. I tried to keep fps capped at 300, made no difference.

I've got all the newest drivers. Tried older ones for GPU - didn't help.

I've tried to install my old GPU - GTX 670 - didn't help.

Previously, I also had other Mobo - asrock x99 extreme4 - had same problems.

Tried to install another windows on my 2nd ssd - didn't help.

I run my main monitor at 144hz, at 60hz the problems are even worse.

I tried my best in last 2-3 days, but nothing seems to work so here I am asking for help.

update monitor drivers

Yeah with your system this is definitely a monitor problem. There is no way that this has anything to do with your hardware.

Try downloading new drivers for everything inside the PC, otherwise it be something defect in the computer

if its not that try using internal graphics, if that works then its probably your gpu

I think 5820k doesn't have integrated graphics. Will try to borrow some monitor today.

I extremely hope that isnt the case. 1080's are so expensive :/

to me it seems like its the gpu, sounds like micro stutering from a faulty 1080..

I've tried my old GPU - Gtx 670 and had the same problems so faulty 1080 is unlikely I guess.

and check display settings in monitor OSD

it seems fine.

I tested 60hz monitor and feels a bit better but i'm not 100% sure as it's 60hz. Gonna buy a new 144hz one just to test it. If it's not gonna help ima send it back.

your CPU should be running @3.3 GHz idle

i see you have OC'ed it try removing the OC in the BIOS

I think it's fine for CPU to underclock when cpu usage is very low, however I've changed minimum processor state to 100% and it makes no difference.

Also tried a new SSD - didn't help either.

I guess it's gotta be the monitors if not I'm fked
