unless you open your psu and solder the fan off and attach some kind of fan control, no you can't

some psu's have this included (corsair RM's have corsair link..)  but if its a basic psu, well you can't.

you could however, remove the fan and put like a noctua fan instead / on top

If you're good at soldering you might want to try soldering a resistor in line with the current fan, unless theres' a speed detect wire

Yeah its not too hard, just insulate it afterwards. Most power supplies (except the high end ones) are just a 12V and GND connection for the fan so it wouldn't be hard to cut the fan wire and solder a resistor.

I've done it before with a fan replacement since my unit had something ridiculous, a 140CFM fan that could flow itself across my table but as mentioned adding in an inline resistor does work also. As usual the regular safety stuff with opening a PSU by leaving it unplugged for at least 30-60mins and when open to not short out any of the contacts of the capacitors.
