So we got some footage of something and their face is not that clear and I was wondering a way to make it clearer, for free. please help

Download davinci resolve lite and use sharpen that might help.

If you are recording / taking pictures, unless you can make sure it completely in focus, don't open your aperture to much, it lowers your depth of field so less area of the image is in focus.

You cloud try down scaling the image, it will look a bit sharper. Also you could try the premiere pro trial and use some sharpen but this has never really worked for me when its not focused it just brings a bit more detail out.

Unfortunately there are no "enhance" or "rotate" functions in real life, just in sci-fi.

 

Sharpening just increases the contrast between certain light and dark pixels making edges appear more defined, I doubt it will really help you identify someone from a CCTV recording.

 

If there is any doubt or the image requires post processing, I doubt it would hold up as evidence anyway. Seems like you just got unlucky :(
