Back for more $900 build advice

I've been banging my head against a wall trying to come up with a build with a budget of $900 for my a friend's son, for his graduation.

I posted here a couple of weeks ago, and was advised to wait for the RX 480s.  So I did, but now it seems there are some power draw issues with it, and I'm not sure if it's still the best for the price.

Anyway, if I could get any sort of help I'd appreciate it.

He's going to be playing at 1080p on a TV (I'm guessing 60hz?)  He has a keyboard and mouse, as well as an SSD already bought and paid for, I was able to convince him not to buy a CD drive.  For the OS we'll be using Kinguin/G2A or Reddit.

His only other request is to use the Razer S340 or 440.

ARSENAL ARE BETTER THAN TOTTENHAM xD

I'd wait til the board partners come out with their 480's

The 1070 or a used 980ti is still a no brainier for me

Same for me. I have run into problems with the AMD drivers that really just grinded my gears.

The RX480 is still the best bunk for the buck. Don't buy a reference card, that was always the drill. The aftermarket ones have better coolers and as has already been demonstrated with the nitro version they use bigger connectors ( 8-pin compared to the 6-pin reference one). And before you might wonder about the 1060, my personal view on it is that the rx480 will be a  bit more future proof due to dx12

I believe so.  His mouse and keyboard are both Razer, so maybe for that theme?

Wait till there is aftermarket cards for the gtx 1060 and the rx 480 and then compare them to see which one is better. I personally love the razer s340.

I've come up with 2 builds  minus the gpu.  Are either of these decent, and where could I cut to make a little room for the gpu?

I think this is what I'm going to go with and have him wait for the board partner RX480s.

My only issue is the Motherboard.  I can't seem to find a decent full atx board that is reasonably priced, and isn't red or blue lol.
