Witcher 3 on Ultra at a constant 50 FPS may not be a viable choice on a $550 budget (if someone can make a build that can, please prove me wrong). If you were to add another $50, you could afford a RX 480 which likely will have the capacity to.

You can't expect people to make you a used PC. Try to find some things on Craiglist. Used prices vary everywhere as well as reliability. PCPartPicker doesn't have used prices. So please, look up benchmarks of the GPU you want and see if it comes close to the FPS and settings you want. Look around places and then slowly find things. Also a NEW HDD OR SSD is BETTER THAN A USED ONE.

and that is money well spent. if a power supply fails, there's always the chance of it killing off some of your parts. who what will it be? saving $10-20 now and have it kill off your parts, or pay up the extra for a new psu and have a safe and reliable system for years? your decision.
