Do all settings set by admin carry to normal user accounts in Windows?

This is the first time I set up multiple accounts on a computer (windows10)in a long time. I noticed that most, but not all settings carried over. Do all settings set by admin carry to normal user accounts in Windows (tweaks, registry changes, optimizations, etc)?

Use group policy if you want it to carry over.

All looks and themes are for your user only.

What settings. I can tell you if you list what setttings you change. Normally if you have to allow the uac popup it will keep it with all users. For example regedit is for all users, same with sysconfig.

Most of the settings I changed where through the command prompt and regedit. I don't remember what I actually changed on this computer, but I was curious as to what I may have changed. The only settings that I saw that didn't carry over were those for the file indexing.
