600W is absurd for a 150W card.

wait for the rx 470/480 if possible, get OS from kinguin/reddit for $20-30.

150W is peak for the Rx 480, the whole system won't use more than 350W so 500-450W will be more than enough unless he plans to crossfire (which isn't recommended for mid end cards).
