just looks like "visual" effects to me to make it look nicer. never noticed that when i used 10 though.

No, that is not it. This is for devices which ambient light sensors, where it adjust the screen brightness based on ambient light sensor reading,

Hello mod, I dont think that this is it because I have 2 monitors and a tower, so there are no sensors.

The option is there for all, regardless if you have the feature or not.
