As cheap as it gets

I cannot really use the 5-step guidance given in other topic. This is unique case.

 

What I need is, a mini-computer that can run, Windows 7, it needs to support OpenGL 3.0 (and down), DirectX 9/10/11 (for games).

Requirements are:

- The video output has to have VGA (cheapest monitor).

- I need to be able to connect Ethernet cable (10Mbps is fine).

- Support for SSD 2.5".

- 2 USB ports (for mouse and keyboard)

 

Processor power and graphical power don't matter a lot, it can also be case-less as long as set-up

will give at least 30FPS with lowest settings in games like League of Legends and CS:GO on 720p.

 

Is it doable for under 200 USD or should he go for a NUC?
