if thats a second hand pc, someone just sold you a pc with either a bad hard drive/ssd, or they did something more sinister. (like baking a GPU to make it work again)

Corrupt windows install probably. Try reinstalling or contacting iBuyPower or CyberPowerPC or whatever.

Is there a way that I could factory reset the pc externally?

You can format the drive with another computer and a sata usb adapter

Contact the company you bought it from and get some new windows installation media from them, get a replacement PC. I wouldn't mess with it too much because you might be better off using your warranty or their customer service since you might void the warranty even though you might need it

To install windows onto the new drive, just find the key (should be somewhere on the computer) and put it into the microsoft website where you can download it.

Unplugging the monitor will get rid of that screen...

Could also be that a piece of hardware is trying to load, while the hardware is broken. (had a scimilar thing with windows XP, and a crisped onboard sound card on my current pc)
