Very easy, by if I were you I would use Linux. Linux is far preferable for servers, all you need is a board, a couple raid cards (you can do software raid if you want, but performance won't be as good) And a bunch of drives. Also, make sure that your system has a solid nic.

Faily easy. Set up storage in server manager then set up smb shares.

 

If your just doing file sharing, I do suggest linux.
