Question about fans RPM

I noticed when I have the front cover plate - which is usually used to dampen the sound of the case I noticed that the fan RPM slows down slightly, is this normal?

If your fans are 3pin ones, there's always some fluctuation in RPM. No, having front panel or not doesn't have any effect on that.

Nah these are 4 pins: http://www.newegg.com/Product/Product.aspx?Item=N82E16835352024

 

Its inserted through a PWM Y Splitter cable to the mobo.

I also noticed that the bottom fan blows little more air than the top fan, but when I remove the cover it blows the same amount of air the bottom one is.

I think its just the front panel design.

PWM fans follow temps better so thats a thing. And you are right on last part. Case has only so many and such located ventilation holes.

Yes, it's normal. Case fans don't normally compensate for resistance to maintain rpm.
