Well.. im using a 2698 v4 on a x99e-itx. works like a charm :)
But you cant go wrong with any x99 in general. Its more of what you want from the motherboard like pcie lanes, kvm, lan, ect2.
Its hard to recommend any without knowing what you actually need.

you really can't go wrong with the X99-ws

 

Snorlax: i7 5820k @4.5ghz, Asus X99 Pro, 32gb Corsair Vengeance LPX 2666, Cryorig R1 Ultimate, Samsung 850 evo 500gb, Asus GTX 1080 ROG Strix, Corsair RM850x, NZXT H440, Hue+

Hey bro,

Alright but my friend would like to go with a dual socket motherboard and he is curious if 1 CPU would boot the system and the second CPU would be optional to Install as of now.

I believe it would work fine

some of the ram slots wouldn't be usable though, since those are piped through the 2nd CPU

if you can find one and he is willing to pay the price then yes that would almost certainly work but keep in mind you will need one hell of a case for that if you are not going to be using something like a 3U server rack chassis 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Are you sure that it would boot up and works just fine? because he has to confirm it before getting the motherboard.. :)
