It really boils down to what your target audience is. If you're trying to appeal to as many people as possible, OGL is the only option. Direct3D will limit you to Microsoft's platforms.

 

But is one better than another? No, not really. They're just tools to get a job done.

I don't think you read the 3rd post

As for OPs question, just try both and see what gives you the smoothest gameplay? Most likely OpenGl in games like this.
