I wanted to mention all that in case thr details are relevant to my issue.  Anyway since I finished installing the four fans and the fan controller earlier today and plugged it back into power, monitor, etc. I've gotten at least like 3-4 moderate static shocks (At least I hope they're static and I'm not getting mildly electrocuted.) from touching the touchscreen on the fan controller.  The last one being a few minutes ago after the computer had been turned off for a few hours.

 

Does anyone know why this is happening, if it's dangerous, and how I can stop it from continuing?
