I recommend a Skylake Mini ITX board with a Pentium G4500. Relatively decent dual core CPU with on-board Intel HD 530. The Intel HD 530 is plenty capable of decoding 4K video and even h265. It's also pretty low power and cheap too.

Anything from Intel's Skylake family will be just fine with the IGPU. Even their Haswell family will be enough for 1080p video. A Pentium should be plenty even for in home streaming but if you plan on doing other things in the background like music I would consider an i3.
