If you use a program like Adobe Premiere Pro, you can:

  1. Cut out the extra 4 seconds, which you don't seem to want to do.

Cant you just cut 4 seconds off a scene or something?

There should a speed option somewhere and you can put in a %

it's a dance video and the last 4 secs are the ending of the dance so no I can't cut it.

 

And yes I see the speed option but when I speed the video up the time stay the same for some reason

That is literally impossible.. check you are not just adjust the playback speed but the actual speed of the video itself
