I have been having some screen flickering problems, mainly when browsing the web. I never get it in game but if I'm scrolling on facebook, twitter, youtube, etc, sometimes the screen with flicker and it can get pretty annoying. It only happens when I am scrolling too, but when there is a still page it doesn't flicker. As I said before never happens in game. I am noticing this on both my r9 390 and r9 290 and am wondering if it could be the latest crimson driver and is anyone else having this issue?

Memory clock going up n down the entire time?

That flickering can be caused by the GPU switching between idle and load memclocks during webpage usage.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Its a very very old bug with power management, the above of setting the clock to max is the only fix I know of. Had this as far back as 7970's back in 2012, sad to hear AMD still hasn't fixed it, I did report it in my batch of 28 bugs with the cards I noticed in the first month.
