So I have this Toshiba laptop for 7 years and since the summer is coming again I thought I'd clean the heatsink fins it to prevent thermal shutdowns/throttling like last summer.

Do note that I have a dog that sheds A LOT and front side balconies on a major street so tons of dust and hair floating around clogging the already pathetic cooler.

 

Before opening it I took a second look under where the CPU fan is and I saw this

There is a provision for vents for the CPU fan but they are not cut to allow air like you can see on the right side.

 

Should I cut them open myself? What tool should I use to do it?

The fan is indeed exactly above that spot. I have already opened and cleaned the fan and heat sink fins although they werent too dusty but not too clean either. 

 

Temps vary from 50 when absolutely idle to 60-65 when doing light browsing up to 83°C when gaming or at 100% load in p95 with smallFFTs default test.

 

The other thing I want to do is add (re-add actually since the original ones have come off in the back) feet, because the surface where the fans exhausts the heat will get quite hot after 20 mins which also doesnt help diffuse the heat and results in me having to move the laptop around the desk to find "cool spots".
