Have you thought about thermal throttling? Check your CPU temps. It might be that.

My 4790K doesn't throttle until 100°C.  With the 212 Evo, I usually see temps in the 50s to low 60s under load at 4.2-4.45 GHz.  (I only see 100°C in Prime95 28.7 small FFT, and usually only when several months of dust has accumulated.)

Performance in what games exactly, also what drivers are you running. And what are your gpu temps
