All depends on the user and how you like the layout of the UI ect. If you want to have it simple go with an IPhone. If you want to be more heavy and user intensive tasks then go with an HTC One or GS4. HTC One has great sound and great looking display. GS4 has a great camera and also a very crisp display both with a 1080p display UNLIKE the Iphone.

CPU: Intel i5 3570k 4.2GHz with Corsair H100 RAM: Corsair 16GB (4x4) SSD: Samsung 840 120GB HDD: Seagate Barracuda 1TB GPU: Strix GTX 1080

PSU: OCZ 650W CASE: Fractal Define R5

It really depends what your friend is looking for in a phone. i guess premium quality, since you only named the top 3 phone out right now. But there are many more great phones out there such as the Nexus 4 or the Nexus 5 when it comes out.

What software/android skin does he prefer?

who cares...

Whatever one he likes the look/feel/UI on. Its hard to recommend phones, they are pretty personal bits of tech it just boils down to his preferred handset.

I would go with the one cuz I like the body on it. But the S4 is also really god. I would say what ever you like more.

All three are good, but I'm biased towards Android so take that into consideration. I would personally recommend the HTC One or One Mini (if one is in need of a smaller phone that still feels quality). If your friend doesn't mind waiting, the Xperia Z1 is also an option (including the Z1 Mini coming out afterwards). S5 is going to be released next year, so there's another option.

But yeah, depends on what kind of environment your friend is looking for in a phone.

Like everybody else has said, it depends what he wants from his phone. For example:

Is he really big into having the newest apps first? Go with the iPhone (maybe even 5c if he wants colour).

Does he want a premium hardware quality? Go with the One or the iPhone.

Does he want a really big screen? Go with the One or S4.

Does he need a lot of storage for his music/apps/videos? Go with the S4 and get up to 64 GB expandable storage (on top of the built-in 16 GB).

Does he want to be able to mess around with lots of settings, and modifying the OS? Go with the S4 or One.

Those are only a few of the variables that go into suggesting a phone for somebody. If you post what he really wants in a phone, it might make it easier for us to help him decide.
