I would go for the i5-6400 and the R9 380, mainly because Intel chips are better for gaming.

I'd go with a faster GPU since the FX 8320 is not a huge step down, and it can hold the R9 290's weight quite well.

...and the i5-6400 with a cheap H110 chipset board should not cost much more than the AMD FX...it's far more efficient and simply perform better in games across the board.

You can always wait, but there is no guarintees that the other GPUs will go down in price. 

I bought my R9 280 a month before the R9 300 series came out, the prices of the 280 didn't go down, the R9 380 just slotted in with the R9 285 and the R9 280x's.

 

Also remeber that the R9 290 is already a generation out of date, it isn't going to get any cheaper and it is also in scarce numbers so it may not be there in 2 months time.

Prices for new GPUs aren't likely to drop much....

 

.... but, you'll likely be able to score a nice deal on used cards from someone that's upgrading. Keep an eye out for Gtx 970s or R9 390xs.

I'd go for i5-6500 (performs better than 6400 for little price difference) and MSI R9 380 4GB. Been planning my next PC and I would go with that combination.
