That can be done as long as pressure is even and it only touched the silicon die in the middle there are special covers that allow for this exact process:

It would be very similar in terms of performance to what Linus did with the delid but when it makes a big difference is when the original paste under the IHS isn't spread well or transferring heat well.

The top of the silicon dye itself is not conductive so putting an H100i directly on top of it wont short anything out. However put too much pressure or uneven pressure on the dye risks cracking it.

Unless you are teying to set overclocking records the risk in delidding for a 1 degree difference is not worth it when you can buy better thermal paste and get the same results.
