The Noctua NH-D14, Phanteks PH-TC14PE and LEPA AquaChanger 240 (basically an Enermax LiqMax II 240) are all right around the $75 USD mark, and all perform well. If it were me, I'd go for the Noctua for price/performance and reliability.

Aerocool DS are the best fans you've never tried.

Athlon X2 for only 27.31$   Best part lists at different price points   Windows 1.01 running natively on an Eee PC

Noise is not a problem, I just need Performance I dont care about noise

For under $75, I'd say stay away from AIO. You can get much better air coolers in this price range.
