I'm inclined to say CPU so CPU due to it's really low IPC which is important in Games and it's probably bottlenecking games that only require 1-2 cores/threads :P

You don't really even need to upgrade the GPU right now, the 380 is still a perfectly viable GPU.
The CPU though, well it depends. But I'd suggest you just wait until Zen is released, especially if you're getting another AMD CPU and not switching to Intel.

Give us a good reason why you want to upgrade first? Do you just have a bunch of money lying around? Or you feel for more power?

I want to upgrade because i think my cpu ist that good anymore i even Overclocked  it to 4.9 Ghz and  not fit for the job anymore and is  getting really hot  well about my Gpu, it isnt that bad but Im not really sure if its going to keep up with the new AAA titles ,and I want shadowplay ;(

my personal upgrade sequence:

PSU (i dont trust the CX green psu even if they're fine)  -> CPU (as well as motherboard and ram potentially)

 

and slide in a higher capacity SSD if you need the space.

anywhere in the list, as soon as the ssd gets full i guess?

-sigh- feeling like I'm being too negative lately

I switched from a r9 270 and 8350 to a 8350 and 970, it made no difference then to a 4690k and things seem a lot smoother.

 

Was it worth the money? No but if you want to cheap out on a lower spec i5 you'll probably be fine.
