You know what, I thought so too, I have it now as I got it in a Steam Summer Sale for peanuts, and had forgotten about that issue, but I have yet to log playtime because I remembered about it and read into the workaround a bit but never actually got round to actually doing it.

 

Imagine if Rockstar release GTA V on PC with a 30 frame cap, somebody will get killed in the street lmao.

yes there is a 60fps "patch" for directx 9 for it, none for directx 11 though.
