so i have a netgear x6 nighthawk tri band router with a apple airport extream (5 gen) extending the 2.4ghz and i have them both under the same network name and if im upstairs by the nighthawk i get full bars but when i go to the far side in the basement where my airport extreme is it doesn't auto switch but when im in the basement and reconnect it switches. is their a way for it to auto connect to the best signal where ever im at in the house with out doing a relog on my phone

It's for this reason I don't keep the same name on network extensions/access points etc, so that I can check which it is using and just switch if I need to... it's frustrating for everyone. Not only that, but it's more frustrating to have your family saying "why is this going so slow" etc etc.... changed and no more moaning, if they don't switch to the correct access point/ext then it's tough $$%% :P

A setting on your airport extreme you mean?  I couldn't tell you, have never owned one, but I would assume there is a setting to change the name of the SSID somewhere if that's what you mean?
