Save yourself some money and just buy the paste, then get isopropyl alcohol at the local grocery store.

Aerocool DS are the best fans you've never tried.

It is perfectly fine.

It is conductive so make sure you don't get any on sensitive parts of the motherboard or chips.

So long as you don't glob a ton on to the chip you should be fine.

 

If you want a nonconductive paste MX-4 is a good alternative.

AS5 is not a paste you want to smear all over your socket, no. MX-4 is a better bet if that's a concern for you.

It is, but 70% works just fine. You just have to give it a little more time to dry.

Could I put it on my cpu and then wipe it off so it is bone dry instead of it wating to dry

That's what your supposed to to make sure to use a microfiber cloth or something like a coffee filter to clean it,

It takes ten minutes to dry. Tops. Better to spend a few minutes admiring your shiny, clean CPU than leave fibers on it or, worse, accidentally touch the die and have to go at it with alcohol again. Use a coffee filter to clean everything up, wipe it a couple more times with a coffee filter to dry it off as much as you can and get any last debris off of it, then walk away for ten minutes.

arctic silver 5 is actual non conductive it even says on the product page
