Game Streaming PC Build - Need help!

I need help completing my second build (At some point I hope I can do these by myself) - What I'm going for is a PC that's capable of streaming AND (Not OR) playing video games such as League of Legends with steady FPS (Currently this laptop I've got plays at a base of 20-30 FPS and what seems to be negative #'s when I try recording). I don't "necessarily" have a budget but what I'm going for is a budget PC. Free-$350* total for what I'm missing would be perfect.

Currently I have the following:

 

- 1.0TB Cavier Blue SATA 6Gbs

- EVGA 500W Power Supply (80+)

- Versa N21 Tower Case

- CPU: Missing

- Motherboard: Missing

- Memory: Missing

- Video Card: Missing

 

I don't need any peripherals or monitors, anything of that sort - I've got spares that I can use. 

 

*Free is a joke, don't kill me for it. - I've seen builds that have exactly what I'm looking for but that's in the past, and with new boards, GPX and whatnot I wanted a fresh take on the situation.

Thanks for the incredibly quick responses guys! This community never ceases to amaze me. I might go for Shahnewaz' build (Checking some things, compatibility and whatnot first before I go rampant and buy it all), but since this won't be my last build ever I'll build DrM's as well in about a month.
