I am going to do a wall mounted build during the summer, and I need a 16x pcie riser longer than 25cm. I have a limited budget, so I cant afford a fancy shielded one, but I will be using aluminium foil as insulation. Any suggestions on where to buy one? (I live in the UK)

i wouldnt use an unshielded one i have got problems with mine sometimes. im not sure if you cant combine them, i think i heard that it doesnt work somewhere but im not sure. i have got this one:

why do you need to run it underneath the gpu? if its wall mounted couldn't you just mount the gpu with male connector facing the motherboard that way you would minimize the distance

I want to have the fans pointing outwards for aesthetic reasons

you still can have it pointing outwards you just rotate the card on its 2d plane.
