Fluctuating core clock

Is APM disabled in the bios?

I am pretty new to overclocking so forgive me for my ignorance.

I am currently running a stress test (prime95 blend test) to test the stability of my overclock and that's all fine no crashes or errors. However looking on HWMonitor it shows the clock speed fluctuating constantly i.e. it will be at the 4.4GHz overclock for a few seconds then jumps down to below the base clock frequency of 3.5 GHz to about even though the load of the the cores is at 100% then jumps back up, is this normal behavior?

 

If its any help I have raised the multiplier on my FX6300 Black from 17 (3.5 GHz) to 22 (4.4GHz) and the lowest stable voltage was +0.200V (my motherboard, a gigabyte 970-gaming, won't let me type an exact voltage I have to do this plus minus thing).

@Enderman 37-38C (97-99F) MoBo is a little warmer the two other temps are 39C and 42C so as far as i can tell they are all ok?

TDP is 95w i've only hit 57w according to HWMonitor

Try to do 4-4,2GHz with stock voltage (or max. +0,1V).

idle temps dont matter

believe it or not they are load temps to be honest i am a little confused about those temps too. Just to make sure i am monitoring the temperature in 4 programs all of which are saying 38-39C for the temp. I am using an AIO but they still sound very low i agree.

yeah it didn't like that kept restarting and then once went into windows recovery

@Alexokan it was indeed the APM/turbo setting being enabled rock steady at 4.4GHz now thanks a lot for your help
