Is that budget for the whole PC or just for the CPU?

depends of what do you have to buy with 300$, and if you want it brand new or used,  if you need everything , so hdd, psu, case, ram, brand new the better choice can be a good APU, with a dual channel 2133mhz ram, a low end GPU is worst than the APU gpu.

 

or you can buy used parts, but be sure to buy a good PSU, old cpus and gpus are cheap, but they use a lot of power.
