I have an i7 4790k and a gtx 980ti but I am playing dark souls 3 at max settings and I didn't have this problem yesterday. I go to the ilithryl castle or whatever it is and I get almost like a rubberband effect except I am not playing online. I honestly can't tell what is causing this issue.

I've heard that there might be problems if you set lighting settings higher than low, but IDK if itt's related to your problem

I'll try it but it wasn't happening earlier. besides this area has some odd lighting effects so you may be right

yeah I honestly thought that would fix it

check windows and GPU drivers are up to date

look at task manager and see if disk or CPU or GPU spikes when you get the lag
