i live in India. I have all those things. Tower got Fried from a lightning.

So...

 

i5 4440 + any 1150 socket motherboard.

 

i5 4460 + a H97 motherboard.

 

i5 6500 + H110 motherboard.

 

Whichever is cheapest.

 

Then budget the GPU, try for a R9 380... if you have to save more on the CPU:

 

i3 4130(or 4430) + any 1150 motherboard.

 

i3 4150/4160/4170 + a H97 motherboard.

 

If you have to drop to a lower GPU even with an i3, then look at the GTX 950/R9 270.  Still to much?  R7 370/R7 265 or the GTX 750Ti.

 

Grab the cheapest 7200 RPM drive you can find.

 

Grab the cheapest RAM you can find.

 

Get a good 450W power supply.  Something from Seasonic/Superflower maybe.

but not that graphic card. That card is very expensive here so i am getting a gtx 960.
