Budget gaming PC that is equivalent to Xbox One/PS4?

Hey all, 

 

So my friend has $800CAD (INCLUDING TAXES) to spend for a gaming PC. He is mostly going to be playing CS:GO and maybe GTA V at low settings. Any suggestions for a build that has about the same performance if not better as a Xbox One/PS4 for under $800CAD with taxes.

For an equivalent to xbox one or ps4 and he doesn't mind buying used, I would say 250-350 US or ~ 300-450 CAD

I like to kill hardware. In 2016 alone I have killed 20 Xeon 5160, and 10+ Pentium 4.
