You should get 16gb. 8gb is good for any game, but a game alone can use 3-5gb of ram. Then on top of that you have your streaming software, probably a browser, and OS and more. 

 

8GB gets pushed when you're playing GTA V at ultramax, so no game alone is really going to suffer without 16gb. 

 

But with additional software running to stream, you want 16gb to give yourself a frustration free experience, which leads to a better viewer experience.

He will be only streaming with this PC, AKA all it's doing is encoding and streaming to Twitch. That's where my 8GB came from.

take note, streaming will not just be the streaming software, you have to take the following into account:

- webcam(s) and their software (i actually like to use droidcam for streaming from places without AC power)

- browser with chat, stream to see if all is okay, maybe some music or a donation tracker

- while small, system monitoring software is IMO key in proving a quality stream
